[WN] Jitsuwa 3-Domedatta : Chapter 97

Chapter 97

(Kyle Calendar Year 507: Age 14)

Breakthrough - Teigun's Second Remodeling Project ①

Translator : PolterGlast

The discussions from the beginning of the year had concluded, and development work across the Teigun area proceeded at a rapid pace. For Teigun city itself, renovation work had already been underway since last autumn, with the second phase of construction nearly complete or already begun.

The major outline is as per the following development plan:

<Teigun City Second Phase Renovation Project Plan>

District 1

·        Construction of the Guesthouse in front of the Lord's Manor Annex (Completed)

·        Fortification of the border with District 2 with a castle wall, and installation of an Inner Gate (common name: Noble Gate)

The guesthouse was completed as a rush job for the joint elite tournament, and now only requires minor additions and interior improvements. Between District 1 and District 2, there was previously only an earthen step, but this step has now been fortified into a wall. This will prevent invasion by bandits, as happened before. It would be disastrous if intruders were permitted into District 1 when guests were visiting the guesthouse. We strengthened defenses with future considerations in mind.

District 2

South Quarter

·        New Knight Barracks, Stables, Armory (Under Construction)

·        New Knight Outpost (Under Construction)

·        Relocation of Garrison Barracks (Reduced to 200-person capacity - Completed)

North Quarter

·        Relocation of Garrison Outpost (Completed)

·        Relocation of Garrison Armory, Stables (Completed)

Border Area

·        Fortification of the border with District 3, installation of the Middle Gate (common name: Soldier Gate)

Construction here had also already begun last autumn. In the vacant lot of the South Quarter, barracks, an armory, and stables capable of housing 500 Frontier Knights are being built. During the joint elite tournament, a portion of the Frontier Knight barracks was prioritized and completed to house soldiers accompanying the guests. The entire facility will be ready in a few months.

Additionally, a new Knight Barracks has been established, placed across the road from the relocated Garrison Barracks. This arrangement ensures that one cannot proceed to the inner District 1 without passing directly in front of the constantly stationed Knights and Garrison.

The Garrison barracks are planned for a maximum capacity of 200, but there is still room at present. Furthermore, the step between District 2 and District 3 has also been fortified into a wall. As a result, District 1 will now be protected by multiple layers of gates.

District 3

·        Conversion of South Quarter pasture vacant lot into rental housing (Planned Start)

·        Conversion of North Quarter pasture vacant lot into residential lots for sale (Planned Start)

·        New Underground Refrigerated Storage in the warehouse behind the Trade Exchange (Completed)

The conversion of vacant pasture land into residential areas was originally anticipated, but it became necessary due to the rapid influx of population since last autumn, requiring the securing of residential land.

However, alternative pastures are currently under construction outside the city (Southern Outpost) and are scheduled to be relocated once those are ready. As the population grows, so does the demand for livestock, making stable supply a continuing concern.

Due to the issue of meat supply, Kinia, the Ice Mage, had an opportunity to demonstrate her skills. Parts of the warehouses in District 3 and District 1 were renovated, and new refrigerators and freezers, stocked with ice blocks, were installed in the basements. This has significantly eased the management of food, especially meat, and allowed for storage for a certain period, which is a major advancement.

The planned capacity for permanent residents in District 3 is currently 1,500 to 2,000 people, but with the conversion of pasture land to residential use, at least 400 to 500 more people are expected to be able to reside there.

District 4

North Quarter

·        Prisoner-of-war Camp established (Max 500 capacity: Completed)

·        Mercenary Barracks rearrangement (Max 200 stationed: Completed)

South Quarter

·        Expansion of labor-force housing (Dormitories: Max 600 capacity: Under Expansion)

·        Renovation of labor-force tenements (Max 200 units: Completed)

·        Renovation of temporary housing (Max 200 units: Under Expansion)

Central Street

·        Bazaar (Market) established in front of the Main Gate

·        Reinforcement and fortification of the border with District 3 (Completed)

·        Front Gate (common name: City Gate) installed, limiting the path from District 4 to District 3 to a single route (Completed)

District 4 underwent significant changes over the past year. This was due to the rapid increase in laborers and the urgent acceptance of prisoners. Provisional measures were taken to address these situations.

Currently, once the Northern Outpost (post town), which is being developed as a fort, is completed, the majority of laborers and prisoners are scheduled to move there.

The detention center, temporary labor housing, and temporary housing will be used as temporary lodging for immigrants and other temporary stays, and as emergency accommodation when there is a large influx of visitors, after their relocation.

The majority of the mercenary corps will transfer their registry to the Frontier Knights, but the size of their barracks is not planned to change. Their presence plays a role in maintaining public order and discipline in District 4, which is bustling with prisoners and laborers.

Considering that spies infiltrated during last year's invasion, and from the perspective of public order, some restrictions have been placed on entry and exit between District 4 and District 3.

·        Barrier renovated and fortified into a wall.

·        Movement restricted to the Central Street via the Front Gate.

·        Accordingly, North Street and South Street are impassable due to the walls.

·        Enhanced screening of individuals entering the city at the Front Gate.

·        Restriction on new laborers moving into District 3.

To compensate for the restricted movement into District 3, a bazaar venue with open-air stalls has been set up on both sides of the Central Street leading from the main entrance, attracting many markets to ensure easy access to daily necessities, food, and shopping. Alcoholic beverages are also sold here, and there are even food stalls.

Free entry into District 3 is limited to:

·        Permanent residents living in the Teigun area and their relatives.

·        Merchants with existing business relations.

·        Citizens of Estol territory (presenting their shooting range reception tag).

·        Solis family soldiers.

·        Mercenary corps members.

·        Self-defense force members (including temporary laborers).

·        Those with permission to enter and exit the Demon Realm (e.g., hunters).

·        Guests of the Solis family.

Entry after a simple screening is permitted for:

·        Laborers who have completed their term (temporary laborers).

·        Laborers who have been issued a permit by their foreman (a code word is required).

·        Non-resident mine workers with a permit.

·        Guests of residents or business partners of shops.

·        People staying at inns in the city.

Permits issued by foremen are only granted to those who have worked diligently for a certain period and are recognized by their assigned foreman. Upon passing through, the permit and the code associated with it must be presented to the gatekeeper. Of course, if any trouble is caused, the permit will be revoked, and the foreman who issued it will also be implicated.

However, the Northern Outpost (post town), which is currently being developed, will be relatively free from these regulations.

The development of Teigun city, with some exceptions, is scheduled to be completed by about six months from now.

As the city's renovation progressed, there were several interesting changes.

Many temporary laborers and manual workers from other territories began to work harder to obtain permits from their foremen. This was because it would allow them to use the city's restaurants and brothels.

The population and the number of temporary laborers also increased, and to accommodate this, the reception desks, employment offices, administrative office, trade exchange, and security forces all significantly increased their staff. Aside from the security forces, many women were already active in various sectors, and these workplaces were becoming desired places for young women in the city.

Impregnable Teigun

Teigun: A City Where Women Can Thrive

These two rumors spread throughout the Estol territory, leading to sights rarely seen in other towns: young women arriving alone, hoping to relocate, or accompanying temporary laborer caravans. To make it easier for women to move here, I have requested the administrative office to provide consideration and preferential treatment for single female settlers.

During development, the male-to-female ratio inevitably becomes skewed, and this trend will become even more pronounced with the establishment of the Frontier Knights. I want to continue making efforts to bring things as close to normal as possible.
