It's not just the city
center that undergoing renovation. The entire Teigun area is undergoing major
renovations, with significant development funds being poured into it. The goal
is to become a self-sufficient fortress city, protected by checkpoints on both
sides.
Following the New
Year's conference, I sent a letter to the King who had invested in us. I
interpreted the King's expectations as realizing the words he bestowed upon me
during the audience:

For the first point,
my own "solution" was to make the Teigun area, through the
development of agricultural land and satellite towns (post towns), equivalent
to a Barony in size and population.
For the second, the
"solution" was to accumulate military strength for national defense
with the increased population, and furthermore, to establish it as a base for
the Frontier Knights' branch.
The third point was a
tough one. Even with an invasion of 5,000 troops, we could probably withstand
it if our forces were intact. However, if they conducted a thorough
"inspection" of the site and implemented sufficient countermeasures,
it would be difficult in reality. Moreover, an invasion of tens of thousands of
troops... isn't that an impossible game? That's what I thought, if it weren't
for Christoph's proposal. Well, even with that, it's not a simple matter...
I drafted an
implementation plan, clearly stating that these were merely assumptions and
that flexible changes in direction were possible depending on future
circumstances, and included the second phase of planned construction in the
letter.

【Teigun Area Second Phase Construction Plan】
◯ Demon Realm Checkpoint
There was little room
for new countermeasures here. Existing measures and construction are already
underway. However, a major concern is that, even if not entirely, our tactics
have already been exposed by the "inspection team." Therefore, we
limited ourselves to partial renovations (so that traps could be activated
without relying on Mages).

The original
checkpoint on the Fran side will retain only its wall structure, with its
checkpoint functions being transferred to the newly constructed New Checkpoint.
The New Checkpoint will be located slightly beyond the current checkpoint, past
the narrow pass and further beyond the fork to the Teigun mine, on the Fran
side.

The establishment of
the New Checkpoint will also ensure the safety of the mine and centralize
military forces, such as security, at the checkpoint. In addition to its role
as a checkpoint, the New Checkpoint will also encompass miner barracks,
ironworks, blacksmiths, a dining district, and shops within its circular walls.
An aqueduct will be
installed to draw water from a slightly distant river. And in the future, we
plan to develop agricultural land outside the checkpoint (on the Fran side).
◯ Development of Pioneer Villages
Due to various
challenges, the settlement areas, which had been handled as
"reservation-only settlements" now had over 50 reservations according
to Claire's report. After the joint elite tournament last year, we rapidly
advanced the development of this settlement area, which had been a
long-standing issue. First, we plan to create eight small villages as a pioneer
and eventually expand to 20 villages.

We are rushing
construction to prepare safe settlement areas by spring. I had made quite
unreasonable requests to Claire. And now, construction is progressing at an
unexpected speed. It seemed that the day for settlement in the pioneer
villages, as planned, was near.
◯ Establishment of Outworks
It is no exaggeration
to say that Teigun's vulnerable point lies in its water supply. The abundant
springs and wells located throughout the city are predicted to withstand future
population growth. However, if the springs were to be seized, it would be no
exaggeration to say that the city's very lifeblood would be controlled.
The springs are
located at the back of the Lord's Manor Annex, past where the cliffs on either
side converge, moving towards the mountaintop from outside the city, up a steep
but just barely climbable slope. Although the defenses here are well-fortified,
there are still anxieties.
The plan to establish
outworks to fortify the left and right sides of the city and prevent intrusion
from the rear had existed from the beginning. It was only put off due to a lack
of development funds and labor.
This time, with the
hasty construction of the post town and arena at this planned outwork site for
the joint elite tournament, the temporary facility will be officially renovated
into the Northern Outwork (Post Town).

As was already done
during last year's post town construction, the cliff bordering the plains was
excavated to create a vertically cut natural defensive wall. The excavated rock
was then repurposed as the defensive wall protecting the Northern Outpost's
perimeter.
Once these
constructions are complete, laborers and prisoners will be moved from District
4 of the town to this post town. Then, we will proceed with the construction of
the other outwork, the Southern Outwork (Pasture Village).

Construction of the
Southern Outwork will proceed at a location opposite the Northern Outwork,
flanking the city. Its outer shape will be identical to the Northern Outwork,
and its interior will specialize in livestock farming to support Teigun's
needs. Once the Southern Outwork is complete, the pastures currently utilizing
vacant lots within the city will be converted into residential areas, and
livestock will be moved.

These development and construction
projects were in full swing, progressing simultaneously with 50,000 gold coins,

to Raymond, the steward, who advanced it as a public works project for the
booming Solis Viscountcy. The road connecting Est to Fran and then Teigun was
being developed with the foresight that it would soon become a main
thoroughfare for the Solis Viscount family.
